Most Arab countries refused to participate in 

【AFP, London, March 30 -】 Libya for the planning process of political transition, many countries met in London on the 29th, but some seems intent on distancing the Arab countries, Britain and France to build consensus for the expectations of pouring a bucket of cold water. 

The meeting set up a "contact group on Libya," but not meeting a number of Arab countries, including Egypt and Algeria.
